The fact that a minimum level was set could suggest that the raider veteran was at some point planned to scale in level with the player indefinitely, like super mutant warlords, charred feral ghouls, and various other enemies in the game. Typically, NPCs with a fixed level have no defined minimum or maximum level. Unlike most NPCs with a fixed level, the raider veteran has a set minimum level of 39.A group speaking Norwegian can be encountered at the wreck of the FMS Northern Star. Ghoulified raiders can be found in various locations such as an entire gang of ghoul raiders at Quincy Quarries, one at the upper level of Monsignor Plaza, and one in the truck trailer on the path to Outpost Zimonja.Sometimes they can be found talking about tales from the wasteland, telling stories such as "grenade guy.".At high levels, raider veterans are common and are more difficult to kill due to high HP, powerful weaponry, and use of armor.Unlike raiders in the previous Fallout games, these raiders have access to their own power armor.Sometimes the death of a named raider boss will also be mentioned in terminal entries at other raider hideouts, such as in Jared's terminal at the Corvega assembly plant.After clearing a named raider leader's gang, you may overhear other raider gangs discussing the former being wiped out.While undetected around them, some raiders can be overheard talking to themselves that killing wastelanders is "nothing personal," and also expressing their hopes that "the next one dies clean.".If you then have seen one group of robots wipe out 4 Gunners and The Forged then you've seen a pretty strong compositions. I've reloaded several fights in the past just to get better with certain situations only to learn that it will often change in the outcome simply because the groups are random in their composition. I wouldn't let one event make up my mind. You'll get mobs of like 9 with a couple of legendaries mixed in, who will try to rush you. That's also where Feral Ghouls get stronger. I still have to see a new Gunner attack (it has been a while). ![]() The Super Mutants also can come with missile launchers. The last attack by Raiders I've had was it 5 of them in PA and 2 more (without) but triple barrel missile launchers. While the robots can be quite destructive and will come plentiful and with some tough sentry bots, too, can Raiders show up in Power Armor. The picture changes when you have to defend settlements. You wouldn't want to add a weak faction to the game with a DLC, but most players would like to get a harder one usually. It's not a bad thing when you think about it. ![]() So then you have the new faction with the DLC, who appear to be stronger. It depends on luck and everyone will have made slightly different observations. The Forged seem thougher than the Gunners. On par with Gunners are the Synth, although those don't appear that often and so it's a bit difficult to compare them to the rest. I'd say they're even stronger than Gunners, but the suicides are miss'n'hit. Then you have Super Mutants, who often end up blowing themselves up, but also wiping out everyone else, too. ![]() You must have noticed by now that scavengers and the occasional Minuteman patrols are the weakest, then you have the Raiders being somewhat stronger and the Gunners being stronger than them. Instead, accept that some groups are stronger and others are weaker. Don't go looking for some kind of balance or equilibrium. Haven't seen any group do something like that before. ![]() They started by wiping out a group of 4 Gunners and then proceeded to eliminate every sentry around Saugus Ironworks afterwards. Like I meet a group up around the Slog composed of 3 Dust Devils, 2 Ripper Sentry Bots and some Mr. It's just that they seem to own everything else in the Commenwealth.
